Issues with Matrix management.  Project managers often do not have total control over their key human resources. Matrix management structures often result in staff reporting to more than one project manager as well as their own department.  Animation with voice over.  Voice over as follows:  Person A works for Department 1 and has roles and responsibilities to the line manager in the department, they are also involved in project A and project B.  The consequence for Person A is that they could be drawn in different directions at the same time with their line manager and two different project managers  each wanting their work done.  Looking from the perspective of the project manager the situation is even more complicated as the project manager will need to negotiate with three different line managers and the other project manager to get the members of the project team to focus on the project.  For this kind of approach to be successful it is vital that all the managers are able to maintain a strategic vision of what is important for the organisation and be able to communicate and negotiate well.
