The first question one  should ask about any  project is whether the  project environment  is well understood.

By the project  environment we mean  the sum of all the  factors that may affect  the project during its life  time.
These can include  geographical, social,  economic, political,  commercial, and  cultural issues.

It is the nature of the  project environment  that makes some  project intrinsically  more difficult than  others.

A particularly important  aspect of the project  environment is the  project stakeholders.
These are individuals or  groups who have some  kind of interest in the  project.

Stakeholder  management can be  particularly important in  managing successful  projects.
It depends on  recognizing that  different stakeholders  have different interests  (sometimes conflicting)  and need to be  managed in different  way.
